This temporary position is expected to be filled for six months at which time the position may be re-evaluated. This is a responsible professional planning position, which requires the incumbent to possess a high level of skills and technical background. This position is responsible for the performance of duties related to the comprehensive planning program, current planning, preparation of codes, special project analysis, and special activities. The incumbent may assist the Chief Planner or Community Development Director in supervising consultants and carrying out special projects as may be assigned by the Chief Planner. Work duties require close coordination with the Planning & Zoning Commission/Land Planning Agency, citizen advisory committees, officials from other governmental units, directors and personnel of other departments, consultants, and the general public. -Conducts variance and conditional use case management, minor site plan review management, Subdivision plat processing and management, -Prepares zoning verification letters. -Conducts landscaping and photometric inspections. -Reviews all permit requests not handled by the Planning Technician. -Coordinates with Planning Technician to address customer questions and concerns. -Prepares and recommends to the Chief Planner and/or Community Development Director new codes and revisions necessary for the proper administration of the City's land development activities, and use plans, and programs, and implements such plans, programs and regulations as are consistent with policy direction of City Commission. -Under the direction of the Chief Planner, plans, coordinates and conducts the long range planning function which is designed to produce and maintain a meaningful and implementable comprehensive plan for development of the City (including the specific elements required to pursuant to Chapter 163, Florida Statutes and any other elements which may be required). -Completes special projects assigned by the Chief Planner. -Conducts or supervises research and preparation of planning studies. -Prepares, maintains, and disseminates socio-economic data base for use by all City departments, other agencies and the public. -Analyzes and evaluates comprehensive planning and land use proposals and/or ordinances. -Prepares grant applications and oversees implementation and reporting for projects related to community development block grant program or other grant programs, as directed by Chief Planner. -Performs current planning functions, including zoning review of building permit applications; occupational license review; and development review of Planning and Zoning Commission and Board of Adjustment applications, provides information to applicants and the public, and prepares staff reports and makes presentations as assigned. -Prepares maps and analyzes geographic data. -Follows safe working practices and has a working knowledge of safety practices and procedures. -All employees will have a role in the City's disaster preparation and/or disaster recovery efforts, as may be designated in the City Comprehensive Emergency Management Plan. Education and Experience: Four year degree in planning, geography, public administration, or directly related field and three years professional general planning experience of a responsible nature is required, or equivalent combination of training and experience.
Knowledge, Skills and Abilities: -Thorough knowledge of research and analytic techniques and principles and practices of urban and city planning and land development regulations. -Technical skill in performance of both general and complex planning studies. -Thorough knowledge and proficiency of diplomacy and general public relations. -Ability to perform basic research and analyze data using acceptable research practices, and to formulate alternatives and recommendations. -Ability to plan and organize a comprehensive planning and current planning process involving technical staff, consultants and community representatives. -Ability to coordinate professional and support staff in the completion of planning duties and responsibilities. -Ability to prepare written and graphic materials; to compose clear and concise planning reports; to prepare and make presentations; and to communicate effectively, orally and in writing, with citizens, applicants, professional peers and elected officials. -Skill in use of Geographic Information System software, or equivalent level of skill in research and manipulation of planning data. -Basic proficiency in word processing and knowledge of spreadsheet computer applications required. -Ability to operate a motor vehicle. | | Supplemental Information: |

Licenses, Certifications, and Registrations: American Institute of Certified Planners (AICP) certification preferred.
Must possess and maintain a valid Florida Driver's license. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
