  JOB DESCRIPTION
This position is responsible for the oversight of the operation and maintenance of the City's Water Reclamation Facility and assisting the Water Production & Reclamation Superintendent (Superintendent) in assuring compliance with the monitoring, sampling, and reporting requirements of the Florida Department of Environmental Protection (FDEP) and the Environmental Protection Agency (EPA). Under the supervision of the Water Production and Reclamation Superintendent, the Chief Water Reclamation Operator is responsible for the overall proper and efficient operation and maintenance of the Water Reclamation Facility. This position oversees the shift operators and the day-to-day operations of the facility. Duties are performed in accordance with established procedures and standards, but must exercise independent judgment and initiative in regulating treatment processes to meet changing conditions, respond to and resolve emergencies, and ensure ongoing compliance with the regulatory requirements and rules of the FDEP and EPA.
 Examples of Essential Functions:
- Operates and maintains the water reclamation treatment facilities, reclaimed water storage and pumping equipment, and other associated treatment equipment.
- Participates in making minor repairs to mechanical equipment.
- Reports major breakdowns to the Superintendent and immediately implements necessary emergency measures as may be needed.
- Reports spillages, overflows, and similar occurrences to the Superintendent or higher management.
- Ensures compliance with applicable FDEP regulations and requirements regarding such occurrences and reporting to the regulatory agencies as appropriate.
- Identifies mechanical and electrical equipment requiring preventative maintenance, supervises or assists subordinates in the performance of maintenance activities or advises Superintendent of items requiring maintenance which cannot be performed by City personnel.
- Maintains records and plant logs of all maintenance and operations activities, including equipment repairs and preventative maintenance activities.
- Institutes or recommends new or improved operations procedures, supervision of maintenance practices and procedures to ensure efficient plant operation and maintenance, including preventative maintenance.
- Assists Superintendent in the oversight and directing the duties of the shift operators responsible for the operation of Water Reclamation treatment equipment and facilities on scheduled shifts.
- Coordinates and ensures standby coverage for the unattended time-period of plant operations by means of the SCADA system.
- Plans and oversees shift activities based on information provided by previous shift operators, current and anticipated conditions and special instructions provided by higher management.
- Determines priority of activities for subordinates. Issues both general and specific instructions for shift activities.
- Maintains and oversees the maintenance of intricate records and reports under Federal, State and City mandated guidelines in the form of paper logs and computer data entries.
- Ensures that prescribed Federal and State standards for wastewater/reclamation treatment and reclaimed water quality are complied with and takes actions as needed to maintain compliance.
- Oversees and monitors the wastewater treatment and sludge processes through all phases of treatment, and the provision of reclaimed water to the Casselberry golf course, residential distribution system, and the percolation/evaporation ponds.
- Monitors the wastewater transmission and collection systems operations and coordinates as necessary with those Divisions.
- Trains and instructs subordinates in the latest operational techniques, including the proper handing of hazardous chemicals, chemical feeders and associated calibration of those feeders.
- Oversees and/or coordinates work related activities with other departments - i.e. electrical, mechanical, distribution, lift stations, maintenance and coordinates with contractors as needed.
- Recharges and adjusts chemical feed equipment which includes supervision of samples collection for routine and complex lab analysis. Oversees and assists in the collection of raw wastewater, reclaimed water, sludge, and groundwater monitoring water samples at prescribed stages and time intervals in the treatment and disposal processes.
- Conducts or supervises the various laboratory analyses which include but are not limited to pH, chlorine residual, turbidity, jar tests, Dissolved Oxygen, Total and Suspended Solids, to determine adjustment of treatment and/or appropriate amount of chemicals to be fed into the systems.
- Establishes and/or maintains process controls, utilizing the information/data from laboratory tests, to ensure the continual proper operations of the treatment processes, both biological and mechanical.
- Operates and/or supervises the operation of mechanical equipment to safely transfer chemicals from delivery trucks to appropriate storage tanks and from storage to chemical feed pumps .
- Regulates and supervises the proper feed rate of wastewater treatment chemicals through mechanical feeders, proportion devices or computer controlled feed equipment and issues instructions to subordinates regarding these changes.
- Assists Water Resources Operations Manager and Water Production and Reclamation Superintendent with plant shift operator performance reviews, job interviews and disciplinary actions concerning personnel on their shift.
- Maintains an effective working relationship with subordinates, co-workers, supervisors and the public.
- Assures coverage of open shifts and equitable assignment of overtime due to vacations and sick leave use.
- Ensures the timely completion of time sheets by the shift operators and submission to the Superintendent.
- Reads, interprets and records information observed and obtained from lab tests, meters, gauges, recorders and remote surveillance equipment, and other instruments during shift operations.
- Enters and retrieves data into/from personal computers, process control computers and SCADA computers.
- Maintains and monitors inventory levels of chemicals and other related materials and submits orders to the Superintendent for chemicals and supplies as required, to ensure that adequate quantities of chemicals and supplies are available at all times.
- Assists the Superintendent in the preparation of the fiscal budgets for the Division.
- Oversees building and ground security and maintenance.
- Maintains and supervises the maintenance of records and reports pertinent to assigned tasks and submits appropriate management reports including unusual activities requiring the attention of operation supervisors or maintenance personnel.
- Implements and assures subordinates' compliance with the City's Process Safety Management (PSM), Safety and other related programs.
- Operates and maintains a pilot plant as required and assists in studies associated with same.
- Follows safe working practices and has a working knowledge of safety practices and procedures.
- All employees will have a role in the City's disaster preparation and/or disaster recovery efforts, as may be designated in the City Comprehensive Emergency Management Plan.
 Typical Qualifications:
- High School graduate or G.E.D.
- Minimum of eight (8) years experience as a wastewater treatment plant operator including at least three (3) years of on-site experience supervising operations and maintenance of a Class 'A' or 'B' wastewater reclamation plant with tertiary filtration producing reclaimed water for use by the general public.
- Experience with SCADA systems.

Must possess and maintain a valid Florida Driver's license. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record. Possession of a valid State of Florida Department of Environmental Protection Class 'A' or 'B' Wastewater Plant Operators' License.
